Skip Gebhart
Administrator, Office of Veterans' Education Programs

Skip Gebhart is Administrator of the Office of Veterans Education and Training Programs (OVET), a unit of the West Virginia Higher Education Policy Commission’s Division of Academic Affairs.  Under Mr. Gebhart’s leadership, OVET’s staff evaluates, approves, and monitors West Virginia education and training programs for VA education benefits.  

A U.S. Air Force veteran, Mr. Gebhart spent more than 20 years as a counselor with the U. S. Department of Veterans Affairs, serving as coordinator of a career development center, a rehabilitation counselor, and an on-campus VA representative.  He was a co-author of VA’s vocational rehabilitation operations manual, worked on re-writing VA regulations governing rehabilitation and education programs, and was a consultant to VA’s Vocational Rehabilitation Service staff in Washington on counselor performance review and qualification standards.  

For eight years after leaving VA, Mr. Gebhart was a full-time consultant and trainer helping organizations improve their performance by helping people learn to work better . . . together.  He specializes in strategic planning, leadership development, teamwork, communications, and workforce diversity. Mr. Gebhart has led workshops in organizations including the IBM Corporation, amazon.com, Dow Chemical Corporation, Exxon-Mobil, Toyota, Lotus Development, Social Security Administration, U.S. Department of Veterans Affairs, Federal Bureau of Prisons, and state departments of Employment Security, Rehabilitation Services, and Veterans Affairs.  In the non-profit sector, he has led strategic planning and leadership workshops in organizations and professional associations throughout West Virginia, Pennsylvania, Ohio, and New Jersey.  He consistently receives high ratings from the hundreds of his workshop participants for his comfortable, humorous, and credible presentation style.  
 
He is a Qualified Myers-Briggs Type Indicator (MBTI®) User and has helped hundreds of people gain deeper understandings of themselves and others in the workplace.  He is certified to deliver Achieve-Global, Wilson Learning, and Tracom courses and is a facilitator with Delta College’s Corporate Services division.  Mr. Gebhart worked with the IBM Corporation's Leadership Development Practice for five years and led Diversity Awareness Workshops with hundreds of IBM executives, managers, and employees nationwide.  As a Qualtech, Inc-certified quality improvement instructor, he has trained dozens of team leaders in TQM principles and processes.

He holds an M.Ed. in Counseling/Higher Education and a B.S.J. in Broadcast Journalism, both from Ohio University, and an M.S. in Adult Education from Marshall University.
